Proper application of these rules and their effective enforcement and control by an efficient public administration are essential for functioning of the Common Agricultural Policy (CAP).<\/p>\n\n\n\n<p>Running CAP requires establishment of management and quality systems that are comprised of payment agency and integrated administration and control system (IACS), and capacity to implement measures for rural development.
