Participants: Dr. Frosina Tashevska Remenski (Vice President of the Parliament), Mr. Emil Dimitriev (Chair of the Special Investigation Measure Interception of the Communication by the Ministry of Interior, the Financial Police, Customs and the Ministry of Defense), Ms. Magdalena Nestorovska (State Secretary at the Ministry of Interior of R.M.) , Ambassador, Dr. Andrej Lepavcov, Dr. Jozef Medelsky (Police officer and Assistant Professor at the Police Academy in Bratislava), Prof. Blerim Reka, Prof. Trpe Stojanovski.<\/p>\n

Topic\/ discussion:<\/p>\n

On 29th of March, 2018 in the Parliament building in Skopje the Fourth Working Group Justice, Liberties, Security, organize the working group session focused on the \u201cEstablishment of a mechanism for controlling the work of persons with police authorizations and prison police\u201d.<\/p>\n

In the preparation for this event the topic was identified by the Ministry of Interior of the Republic of Macedonia, as high priority in the Security sector reform. In the preparation of this event, the European Movement of the Republic of Macedonia in partnership with the management of the Ministry of Interior developed the paper focused on this topic.<\/p>\n

In the opening session of this workshop the parliament members, Dr. Frosina Tashevska Remenski<\/strong> (Vice President of the Parliament) and Mr. Emil Dimitriev<\/strong> (Chair of the Special Investigation Measure Interception of the Communication by the Ministry of Interior, the Financial Police, Customs and the Ministry of Defense), address to the audience. In their speeches they emphasized the high relevance in making of this model to be fully operational, but also elaborating on the diversity, which derives from their opposite political orientation.<\/p>\n

The Co-chairs, State Secretary from the Ministry of Interior, Ms. Magdalena Nestorovska<\/strong> and Ambassador, Dr. Andrej Lepavcov<\/strong>, bring significant contribution in this important event.<\/p>\n

The Slovak experience in the Internal control and the importance of the External oversight mechanism was presented by Dr. Jozef Medelsky<\/strong> (Police officer and Assistant Professor at the Police Academy in Bratislava).<\/p>\n

Justice, freedoms and security and the related reforms in this field for a stable state was elaborated by Prof. Blerim Reka<\/strong>, who is expert in the Chapter 24.<\/p>\n

Prof. Trpe Stojanovski<\/strong>, in the capacity of expert for the Chapter 24 presented the concept \u201cImplementation of an external control mechanism on police: What has been done and what remains to be done\u201d. The existing concept model is developed by the national expert group and this process was efficiently facilitated by the Council of Europe in the last two years. The presentation highlighted the chronology of this process, but also was focused on the following steps which should be completed.<\/p>\n

The workshop was attended by around hundred participants, from the relevant state institutions like the Ministry of Interior, Ministry of Justice, Public Prosecution, courts, Financial police, academic community, civil sector, diplomatic court, foreign police attaches, citizens. Most of them took part in the very proactive discussion, sharing their experience, expertise, but also the sensitivity of this issue and the complexity for its completion. The workshop confirmed the great interest for this relevant topic.<\/p>\n

The event was concluded with presenting the summary by the National convent team and the proposals for the further work.<\/p>\n
